PARTICIPATION OF THE TOBOLSKY NORTH CLERGY IN THE TRANSLATION OF THE “STATUTE ON MANAGEMENT OF INORODTSY”, 1822

Abstract:

The purpose of the article is to reconstruct the history of translation of the “Statute on management of inorodtsy” (1822) into the Khanty and Mansi languages. The “Statute” was the most important legislative act that defined the legal, administrative and socioeconomic communities of the indigenous peoples of Siberia until early 20th century. In the course of the research, based on the archives, an analysis and comparison of the factors ensuring the translation of the “Statute” were carried out. It is stated that for the implementation of the planned work, the civil authorities of the Tobolsk province had to turn for help to the clerics of Berezovsky and Turin districts, who had practical languages skills and the necessary level of education. The author points to the difficulties occurred during the process of translation. Among them are such as a variety of dialects of the Khanty and Mansi languages which made it difficult to compile a single common alphabet; lack of translation techniques; insufficient motivation of the clergy for the compliance with the secular power regulations; lack of specific knowledge and skills among individuals implementing the translation of the "Statute on management of inorodtsy" and other normative acts. The decisive measures of the authorities at all levels made it possible to prepare manuscripts of the “Statute” translations. It is concluded that the translations made it possible to make the indigenous population of the Tobolsk North not only an object, but also a subject of the administrative and legal reforms of M.M. Speransky. Note is also taken of the role of the clergy in this task, which played the part of intelligentsia that actually did not exist in the region at that time
